Kangaroo Court

Used by inmates to describe the disciplinary hearing process as biased.

Inmate Kaur said “I didn’t do it but I'm going to be found guilty anyway. Do this without me” and became angry and agitated.

He pleaded guilty because “he’s done with this” and that I will impose more segregation time anyway.

Disciplinary Hearing Coordinator (DHC) Luke spoke to inmate Carol twice and both times he stated he would not attend because the hearing is “not legit.”

Inmate Lowe became heightened stating he threw his charge documents in the garbage and the entire system is corrupt. He was escorted out of the hearing room because his behaviour became volatile... I asked the Centre to serve him with a new copy of the charge paperwork.

Kite

A note delivered to an inmate through secretive methods to acquire or sell contraband.

While out on the unit making a lawyer call, inmate Stevens grabbed an envelope under inmate Joey’s cell door and then, when asked to hand it over by Correctional Supervisor (C/S) Lefleur, he put his back towards her and put the envelope down his pants. CS Lefleur testified that the whereabouts of the envelope is unknown. She did not take the envelope from him due to safety concerns not knowing the contents of the envelope and not having protective gloves on her.

Correctional Officer (C/O) Damond read into the record his charge statement where he alleged that during a cell frisk of inmate James’ cell he put on his clothes but then went back into his cell and grabbed a small white piece of paper from his desk. C/O Damon stated that he gave inmate James multiple directions to drop the piece of paper held in his hands to which he instead consumed it.
