He shared that his living unit has been experiencing restricted conditions of confinement due to code yellows and investigations impacting his time in the yard and ability to exercise.

Security Officer (S/O) Jamal alleged that while in the courtyard he witnessed inmate John strike inmate Smith in the head from behind without provocation.

Security Officer (S/O) Matthews directed inmate Kasper to attend the staff desk, but instead he went to the yard. While in the yard, inmate Kasper was showing signs of aggression and using abusive language. When Correctional Supervisor (C/S) Lemieu went over to speak to him he noticed that his slurred speech was consistent with intoxication and his tone increasingly got louder while he was kicking the ball around screaming… Inmate Kasper explained that he wasn’t intoxicated but had a lot going on including mourning the death of his brother and he needed to blow off some steam so he went to the yard. He stated there are no coping mechanisms in this institution and the environment doesn’t support his healing.
